Not when things are bad But garri when soaked in ordinary or cold water swells and becomes plenty, so it's kinda used to describe an option for poor people that can't afford anything else. Not that it is only eaten when one is poor. Under normal circumstances, one wouldn't put too much water and allow it swell because you're not concerned about it being your only meal and letting it swell
