Merrick Garland didn't answer the subpoena, so he is in contempt of court and, this will be arrested and held for the answer. Many people don't know about "Bench Warrants".

It is strong enough. If they hold him in inherent contempt then it bypasses the DOJ which refuses to arrest garland for contempt. It goes straight to the Sargent At Arms and he takes his orders from the Speaker of the House. Garland will be arrested and held by the speaker/congress, not the DOJ.

The clerk read the resolution incorrectly. She said that the fine may not be paid with “appropriate” funds. As presented, it reads that the fine may not be paid with “Appropriated” funds. Big difference.
