Thats wrong. Chimera ants are indeed much more powerful. It took humans years like in neteros case to get the strength he had. Meruem was only alive for a few months and didnt even bother to learn a special nen ability for himself like the others. God forbid u gave meruem a reason to train and time to do it like Netero had. Netero used a nen ability which forces suicide and took possible 40 years to gain on a newborn chimera ant baby.

No, technically there are several types of nen skills that can resist and even overcome atomic bombs (or create them too). It just wasn't in-depth because it would be too OP and the author is a bit lazy.

And some abilities can change the nature of the bomb, his destructive potential, among other things, and it doesn't even need 'restrictions'(some habilities works with rules). It depends on the specific type of ability that a hunter has and his creativity in using the power.
