I've never understood the "solve 1, you solve the other" argument. Seems pretty clear that Keefe/Orlando got Tupac in retaliation for MGM. I'm sure no-one believes Keefe/Orlando had anything to do with the Biggie murder. So to me, the murders seem unrelated. Why did you think solving one solves the other? Mack, Perez and Muhammad didn't have anything to do with Tupac's death. The most plausible theory is that Suge ordered the Biggie hit with the probable intention of getting Puffy and Big. But Puff ran the lights.
