The camera angle here doesn’t actually show the part that was ridiculed. The KZfaq video from TrueExclusives (hadn’t heard of them before) is panned out and catches it all. His apology was in good humor, though. A talented singer and performer - just wasn’t his best dance moment. And yes, the outfit appears to be 90’s baggy style from the GAP.

Just to bring some context to this, since most on here don't seem to understand why he would bother apologizing but when he said "DC beat yo feet" and started doing that dance, it was kind of a goofy version of a cultural dance done in Washington DC called beating your feet. Just putting that out there for anyone not from the area who may be confused by all of this.
