ਜਿਹੜੇ ਲੋਕ ਕਨੇਡਾ ਵਿੱਚ ਇੱਕ ਵਾਰੀ ਆ ਗਏ ਉਹ ਵਾਪਸ ਨਹੀਂ ਜਾਣਗੇ। ਇਸ ਲਈ ਉਨੇ ਹੀ ਲੋਕ ਕਨੇਡਾ ਸੱਦੋ ਜਿੰਨੇ ਪੱਕੇ ਕੀਤੇ ਜਾ ਸਕਣ ਜਿਹੜੇ ਕਨੇਡਾ ਪਹੁੰਚ ਗਏ ਉਹਨਾ ਨੂੰ ਪੱਕੇ ਕਰੋ। ਰਫਿਊਜੀਆ ਲਈ ਰਾਹਾ ਬੰਦ ਕਰੋ ਉਸ ਨਾਲ Ottawa ਤੇ ਬੋਝ ਪਵੇਗਾ ਮਤਲਬ ਕੇ ਜਿਵੇ ਸੀਰੀਆ ਤੇ ਖੁਰਾਸਾਨ ਤੋ ਰਫੂਜੀ ਲਿਬਰਲਸ ਨੇ ਸੱਦੇ ਸਨ।
