Kaiar (Crayfish) is the Torres Strait Islands most lucrative fishing commodity but Torres Strait Islanders are prevented in having total control of their resource. Closing the gap means handing over rights and commercial revenues to the Torres Strait Island people. Anything else is tokenism.
