Once the clock hits 2:00 and under, if you intentionally foul a player, who does not have the ball (Shaq and Dwight being centers, so they rarely have the ball) your team receives a technical foul I believe (details could be a bit off but I do remember it being a serious penalty) and so since Ben Simmons is a point guard who usually brings the ball up the floor, you can continue to foul him under the 2 minute mark, whenever he has possession of the ball
