As they the owner is responsible for the rates taxed electricity water that the illegal tenants are using and it can take millions of rands to legally get them out.and they are liable for the debt by the illegals to council. So they go bankrupt before it can be done and even though they own the building just abandon it and let the bank repossess it. But the bank just leaves it as it takes millions of rands to legally get the high jacked out and risk. THE POLICE won't help they say it's a CIVIL ISSUE. That is why the buildings are derelict.
