I feel you will figure it out and IF it can be repaired u will find what part or parts are causing it to not work

That resistor indeed is unexpected. Could it be that this is Milliohm (small m) and not Megaohm (capital M)?

The PCB layout shows R9 as a jumper. So for sure that device is a 15 milliohm resistor being used as a jumper.

The problem is on the pa driver are gone and the zener diode

More going on with this rig just that.. But yes i knew there was a short in the PA amplifier, never bothered to even go that far till the AVR board was up and running and the rest of the radio was alive. Thank you for your input, i will forward this onto the owner. :-)
