When Kenya realizes that it's not the work of the government to create businesses and industries but to create a conducive environment where individuals can create said businesses and industries, Kenya will go far. Governments should incentivize people through tax polices, ease of doing business, providing security and creating confidence in people that they will get their returns through a fair justice system. Thit's is the only formula that the west has used and thrived.
