David Ndii: Jubilee promised 57 dams, it has not completed any, at most 1. Why? Because those dams are competing with other things on the budget and they are competing from the same lenders. We can never do more than 2 or 3 dams in a 5-year period

So according to Ndii, the problem with Kenya is to "widen" the tax base. So how are you going to widen this tax base when a large percentage of the youth are unemployed? I would have said that unemployment should be the first priority, THEN tax base. My opinion.

You're response shows how minimal your understanding of economics is. Tax is not limited to employment. Even as at now only around 40% of the employed citizens are on PAYE in Kenya. Many people employed in jua kali, matatu, agriculture, tourism and other low income earners do not pay PAYE which makes the government increase costs of commodities such as fuel and VAT on items to recover. Lastly, if you expect the Government to provide jobs, you are naïve. The role of government is to create an environment to do business, engage partners and invite investors to the country which in turn creates employment. Those unemployed youth still engage in betting, consumption of alcohol and purchase of goods, meaning they have money. Priorities ndio mbaya.

Nowhere in my comments did i say that the government provide jobs, my jinga friend. It is NOT the governments job to provide jobs. Nope! But, it is the governments job to create an ENVIRONMENT conducive to private sector creating jobs. And what is a conducive environment? If you look at the US, you will find things like very low business taxes and startup fees. You will find very generous tax breaks for business. For example, you can take a client to lunch in the US, keep that receipt, and take it off your taxes at the end of the year. Ever heard of that in Kenya? You will find low interest loans for business. THAT is what i mean when i say that the government needs to focus on employment. What i am saying is that the government needs to focus on measures that promote employment in the private sector. READ between the lines mofo. Stop being a shallow minded person.

Something most people and journalists have missed is the structure of the economic council NDii Mentioned which was quite impressive with checks like budget office included to ensure the programs meet budgeted allocations. Attorney general to ensure programs meet the legal test and other offices that the economic council checks with. How i wish one of the dailies could give us a deep analysis of this new office structure situated in statehouse with a chart

Since the advent of modern governments and economic tools as engine for planning, regulation and developing economies. There have obviously been numerous lessons over centuries on how to mitigate the worst scenarios or on the flipside harness growth. Since the recurrent theme seems to be or we are fated to face, due to our lack of or cleverly avoiding to address the core issues plaguing this country of poor or no governance on economic/financial issues. Since independence this has been the norm then question herein which we all seem to be skirting would be, can experienced experts like David tell us if it is possible or a myth to have a minimum rigid baseline economic governance structures to mitigate against bad regimes? Also to me it seems David herein and by default the Kenya Kwanza govt is deliberately refusing to articulate accountability issues that go alongside the numerous accusation of poor past decision by omission or commission. Pray how then can we fix our problems when obviously at the onset we seem to condone the same? Aren't we then forever condemning ourselves to a perpetual repeat of such gross economy sabotage as it were by few. Don't we owe the kenyan people at least some form accountability past and future? Also wouldn't this set proper precedents and increase market confidence which could be advantageous for the economy? Unless i am missing something, there is an obvious lack of commitment on part of current government to sustainably correct the trajectory or perhaps a hidden agenda for those in power now to gain from such. Clearly there is no advantage in sweeping every past mistake under the carpet.

While I think David Ndíí is not honest in his condemnation of the government he was not part of, am impressed by lots of what he says is the planning of public projects in the current government. I wish we would insist on creating markets for our problems, and not to be intimidated by cries if “ho, you are privatizing water.” Creating markets for water can be done in a way that provides everyone an opportunity to invest in the provision of water.

Kudos to the person who sent a question about corruption. As government officials try to enforce ever-expanding tax clauses, they need to be accountable for public coffers, which is essentially the outlay of tax revenue. On the same note, Kenyans need to ask themselves if it’s in their interest to fund packs of political officials at current levels. It’s a big budget item, and one that’s bound to grow unreasonably due to unreasonable retirement packs for a rapidly growing class of very young beneficiaries.

Think multiple ways of dealing with drought. Multiple ways of farming(using less water), multiple ways of harvesting water, multiple ways of irrigation, multiple ways of food production(barrel farming), multiple drought crops, methods of moisture retention in soil, reduce(sell )some the livestock to slaughter before drought starts, multi-pronged solutions.....how hard is this?..No! I've never been to an agriculture class.

If the animals died during droughts the pastoralists get NOTHING. If they sell for slaughter before the dry season, money in the pocket...

All this is good theoretically especially if the government was fiscally responsible. So the government wants to tax the citizens to death while the government goes on a spending spree. We have seen meetings held in very expensive resorts like the Fairmont, Mombasa, Zanzibar etc. At the same time, politicians and government officials are earning frequent flyer miles on the tax payers backs while they benchmark in Europe, Dubai or USA. All these trips on first or business class and staying in five star hotels. Surely, why should the citizens be optimistic?

Credit score is the best route to go if you understand how it works. You are in control as an individual but if you are black listed, you not in control. Credit score is used by the West.

black listing is you will never get a chance to get credit. Low credit scores means you have a chance to improve your credit rating by borrowing but you will get hot with a high interest rate but as long as you keep paying your interest rate is lowered over time and you can even get a AAA credit rating from being a low credit score. This is a great idea. These guys know what they are doing. Thank god for this team. I dont think the raila team is this deep focusing on how to make the common folk life easier

Ndii's reasoning to some extent is ridiculous. Just because there is corruption in infrastructural projects does it mean that the government should stop doing them? How will the country develop or does he want us to get stuck behind like during Moi's era? The government should seek for ways to curb corruption in these infrastructural developments not stop doing them. That's funny.

The government is stopping doing the big infrastructure projects because there is no money to do them bro....and it always baffles me about these cheap Moi era put downs...The Moi era was not perfect but throughout it's time led Kenya in development, peace and investor attractiveness in the whole of East and Central Africa. Uganda, Sudan, Ethiopia, Somalia, Somalia all collapsed during that era except us...why ?? Because of Moi. Schools, hospitals, universities were the best in East Africa during that era. Please read up on some actual history and not just blindly believe what some blabbermouth screams out at a rally as fact. Those same people did not go into bed with Moi because he was some evil dictator but because they knew he was smarter than them all combined.

All well and Good, we understand stabilising the economy using both macro and micro measures, taxing alone is not the remedy, we are taxed heavily as it is. Why doesn't the government seal off revenue leakages which is occasioned through grand corruption. Why doesn't the govt heed the call of the auditor General herself which she gave a damning report on these issues of revenue leakages and misappropriation of our taxes. If we solve this issue alone we will not need all these shenanigans.

Most people in Kenya work in informal sector, govt has no way of collecting those taxes unless it’s through services offered to them or through buying goods which are taxed. Taxes are not big problem, it’s how we utilize them. Mali ya uma belongs to politicians that’s why nothing get done here. Can you imagine a catastrophe like the one that hit turkey/Syria hit kenya.

Widening the Tax Base requires KRA to put the informal Sector in the the Tax Net (Bracket) as a vast of the working populace is in blue collar jobs that form a wide portion of the GDP.

"Wealth, consumption, income and trade ..." Someone should ask Ndii about how the projected shifts in the percentages (from how we do it now) would impact investment and consumption which both spur economic activity. And of course contract statisticians to model the results with the largest number of variables accounted for, to see which change has a higher impact on revenue collection with minimal impact on growth prospects. At last our politics is moving to the important things...

High corporate taxes are killing trade..the biggest manufacturing countries and biggest investment destinations have the lower corporate taxes..Ireland has 12%, China i think 17% We are overtaxing incomes and putting exemptions on items which is the reverse of good economics The highest net worth individuals should contribute more fairly and not punitively but they mostly pay the lowest in most countries This will improve revenues by a big margin especially on the corporate part I could do some modelling but i dont think people really care that much

Ndii is a theoretical economist much as he's trying to beautify emptiness of promises with lots of English. Instead of advising the president of ways to make businesses booming and welcome investors into the country, making favourable business policies they're only advising for CU rallies. As a country we fumbled, but let us hang in there and give this government a benefit of doubt.

The main priority in agriculture is stable, adequate supply of water . Dishing out fertilisers to farmers against a backdrop of climate change which alters predictable rain patterns is blatantly foolish . The amount of money spent on fertilisers should have been used to sink boreholes across each and every ward in Kenya. The obsession with fertiliser subsidies cannot increase yields unless you prioritise on water supply.

You can't construct a dam in months... Ndii has already explained that farmers will be planting whether there'll be rains or not. Therefore, subsidizing fertilizer will help in reducing product costs.

Kibaki ran the best fiscal policy. His Government didn't borrow from the local market, ie our banks. Banks make money by lending: so they had to lend to you and money. He actually had a surplus, ie more money in than what was used.

ndii is talking about widening the tax base so that the government can stop over taxing those who are already overtaxed.we need to diversify tax income sources..why is gas always the first to be hiked? he suggested if we diversify the tax base, some tax incomes like PAYE can be phased out
