Point No.5 is very Valid and heavy on Kenyan. Petty offenders should be given alternative punishment like public manual labour works in the community to decongest our prisons. Kenya spends billions of money annually, actually over 70B on feeding and maintaining prisoners. For instance, why jail a boy who impregnates a sch girl for 20yrs!? Will the gov't fend for his baby? How does the gov't benefits from this? Have you ever heard an MP's/CS's or Tycoon's boys being jailed because of impregnating sch girls!? Never! Why!? This laws were passed by MPs in order to punish the poor boys who impregnates their sch going girls. It has and will never work. Kenya as a country will always be on the losing side!
