While this isn't what happened, there could have been something going on in the background that the kid wanted the operator to hear, say his parents were fighting, and he wanted 911 to be able to hear it, but didn't want his parents to know what he was doing, so he just insisted that he needs help with his math homework to disguise the fact that he's asking for actual help. Operators are trained to deal with the whole category of "Pizza calls" where someone is at risk of getting attacked if it's found out they called the police, so they pretend they're ordering a pizza or something so they can give the police their information without raising suspicion. Such a situation wouldn't have been unbelievable here, so the operator couldn't just push the kid off the phone.
