I honestly don't know why he keeps saying that, there's a few OTP challenger evelynn, and i personally even have around 90% winrate with her MID in low diamond :P She is still strong but you need to be more agressive than before since she doesn't clear as fast as most meta jungler.

Also horizon focus is a must have as it increases dmg by 10% and its alwayd active because of E is only one that cant proc it Q (the slow or recast stun), W (the wall will knock back which is a immobilize also does 0 magic dmg so it can proc items/runes), and R(which will refresh it with every tick of dmg)
