In my opinion >> after buying lands in my uttarakhand state as a native - these days foothill ( 700-1000 mtrs) is better, cheaper, and more connect to city.. and you get a better mix & facilities... most land is flat in foothills, and construction cheaper, but gets hot in prime summer... but bearable in winters :)

It feels like living in heaven ...just getting the vibes of the surrounding and the warmth and peace of the sun on a cool winter morning 🌞
