There should be security cameras. The guard could be in the courtroom, having interactions while checking it periodically. Crims would know that there is a risk of being seen, but also know there is a possibility they aren’t watching at the moment. Edit: You could even send in someone to try and distract the guard by talking to them. Could even pay a civ to do it to make it less suspicious.

Nopixel is so cooked and unfair to crims. In IRL fines and time are used as a deterrent to recidivism and punishment. In an RP server(video game), the crims aren't going to go straight, ever. PD should only give time/fine for the most severe crime, not a combination of all crimes, as would be irl(defense and prosecutor making deals). PD in NP act as police, prosecutor and judge in the cells. It's such a shit system.
