One factor that seems to continue to be overlooked in all media reporting about this issue is the preponderance of factory and farm jobs that are more than keen to hire people regardless of visa status. Being a legal immigrant in Korea, I spend a fair amount of time browsing through online job postings, and there are quite a few companies and recruiters who openly advertise work for people with no visa (in other words, "illegal immigrants"). The reason why there are so many people here illegally is because there are jobs willing to hire them, usually for very low pay and very long working hours. Cracking down on the employers rather than simply targeting the illegal employees would definitely help reduce the temptation to live and work illegally in Korea.

I agree with you. And even with that, I think of the laws in Florida that recently passed that made it illegal to hire illegal immigrants and now the construction and agriculture business is feeling the negative of that. I don't think people fully get how important these jobs are and I wish there was more protection for the workers over all.

I would say the illegal immigrants doing these jobs are doing the country a favor, as long as they're not criminals and are just working. They are getting paid less for the output they're giving to the country. Cheap exploitative labor benefits the company and the consumers.

400 000 in 2 millions are illegal? That's huge! I wonder if foreigners who find themselves in an illegal situation despite their best efforts are counted in that number, or is it made of people who consciously choose to break Korean law. For example, during my first year in Korea, I found out that I was actually not legally registered as an employee by my boss. I came legally, I provided all my degrees, I did the medical tests to show that I was desease and drug free, I did everything by the book, but my boss didn't want to pay taxes so he registered me as an independant worker, which was illegal under my visa at the time (E2). I found out when I wanted to renew my visa, and immigration told me it was not possible because I had not paid my taxes properly. I explained everything to the immigration officers and did my best to regularize my situation. They told me that it happens quite often. In the end, my boss had to pay back the taxes that he owed but he was never punished for consciously breaking the law.

>In the end, my boss had to pay back the taxes that he owed but he was never punished for consciously breaking the law. That's source of the problem with illegal immigrants in Korea. The fact that there are employers are willing to hire illegal immigrants with basically no consequences. In neighboring Japan it will be close to impossible to find any kind of meaningful employment with tourist visa or expired visa even if the country is experiencing labor shortage. UPD. For comparison, there were only 70 thousand illegal immigrants in Japan as of January 1st, 2023 out of 2.7 million foreigners living in the country.

How many of these illegal immigrants are North Americans and Europeans that enter the country on a working or tourist visa and just overstay? When I was in Korea I met quite a few people from rich western countries that had been in Korea for years illegally and survive by doing cash jobs around Itaewon. Many of these people are highly social in nature and know how to make friends quickly and live on the cheap. They don't want to return to their home country (or get a real job) and would rather live like a backpacker in a party neighbourhood of Seoul. I knew an Irish man that overstayed his visa and survived by doing private ESL tutoring for cash. I also knew a German that had lived in Korea illegally for 7 years and survived by doing cash jobs such as piano tutoring and private German language lessons.

Thank you for posting The issue often seems to stem to punching down on immigrants and outsiders. Nothing is said about the companies and people who employ these "illegal" immigrants. For example California farming would collapse wthout Mexican labor, yet it is these honest hard working people who are called out. So would Japanese factory work. Singapore nanny care. Its a long list. Ask the same question in any G7 country and we often get the same answer. The issue is that we are asking the wrong question. The question are 1 "how feasible is legal immigration ?" If immigration is possible, then why are so many illegals coming. The problem is Govt policy, not the people coming. Fix the domestic situation. 2 "why are these people coming ?" War. Famine. Opportunity. Violence. its a long list. 3 "how many of the domestic society are comfortable with that ?" This is a question that will probably cause some hurt feelings. 4 "how many of these foreign workers should be able to stay ?" Assuming they register to work, follow the laws and pay their taxes. Rather it becomes a political football with people like angry grandpa reacting to news reports when its the Korean companies that are breaking the law. The illegals will be deported, but the domestic boss just hires another illegal.

Most employesr of illegal immigrants do NOT pay the minimum wage as stated and they do not pay taxes on thier salary which reduces the daily operational overhead. Many dues to language issues cannot gain proper employment so they are much more willing to take anything they can. Thus providing a lower daily cost for the average Koreans. You just do not see the benefits. If those jobs were taken over by the Korean nationals, the employers would be forced to pay the minimum wage or a wage that would be sustainable for a decent living, which would lead to higher cost for everything. Illegals or not, they are vital to social struture and daily function of life.

that's the same thing that came to my mind. as raised in another comment, there are quite a number who were deceived into thinking that their employer had taken care of their working visa as well as remitted the taxes they were supposed to. but if they're breaking those laws to take advantage of the immigrants, then it's highly likely that they aren't paying the minimum wage either. it's also possible that that's the reason they don't file the necessary papers ...precisely so they can take advantage of workers as they can't even approach authorities for the unjust wages they receive

You can make the same argument in just about every first world country. Birth rates are low, and there are many 3D jobs that natives don’t want, so illegals are “vital to social structure and daily function of life.” But does Need justify the breaking of the Law? That’s the running debate, isn’t it? To me, the solution is fairly simple: expand legal immigration (naturalization). I know tons of illegal Mexican workers here in the US. They would love to be legal and pay taxes, to be called citizens, but there is no pathway (except through marrying a native, or having kids born in the US). Meanwhile, other Latin countries (Peru, Bolivia, Cuba) have much easier pathways. If their services (Mexicans) are recognized to be so needed (and one can debate this), esp in agriculture, why not open a pathway? I guess the same question should apply to Korea.

It’s one thing to take a job where you work in the fields all day, and quite another to take a high paying job working at a tech giant. The amount of legal trouble for these tech giants is not worth it. If they really wanted someone skilled enough, the employer would provide a work visa. They have the bankroll to do these types of things.

Just a little critique. Next time, you should explore more about the topic. Yes, there're 400k illegal immigrant, and then what? Don't stop there, you can explore it more, give deeper context to us and the interviwees, otherwise their answers and views will be too generic and uninteresting. Where do most of them came from? What sort of problems do they usually make? Do they personally know any immigrant?

I agree but keep in mind this is just a street interview with passerbys. They’re lucky that the interviewees agreed to be filmed and have somewhat of a basic knowledge on immigrants and current news. You won’t run into many illegal immigrants living in the city so these people are just reiterating stuff they’ve “heard of” and seen on the news.

@GreenGoblin9 i agree, and that's why i think it's important for the interviewer to give more context or story to the passersbies as well. Like, looking at the girl in 8:37, she didn't know how to react to that question because the story doesn't connect to her at all. If someone asked me, "The govt will crackdown on 100k illegal immigrant, what do you think?" without much additional context, i wouldn't know how to answer either. The interviewer should give more context or ask something that the ordinary citizen can connect to. Easier said than done though. Interviewing is a skill, i believe they can be better.

As someone working closely with this issue here are my two cents. Some of the interviewees are well spoken, open-minded and have a good understanding of the situation, which I applaud. However, I would like to point out two things: 1. The guy in the gray shirt argued that the minimum wage increase caused the number of immigrants to rise. This is true, but he overlooked that this discussion is about illegal immigrants. There's a distinction: legal immigrants are protected by Korean law, while illegal immigrants are not, which usually subjects them to low pay and harsh working conditions. 2. The old man mentioned that illegal immigrants are taking jobs from Koreans. Yes, they fill a niche in the labor market. However, as the older lady pointed out, it’s usually 3D jobs-dirty, dangerous, demeaning-such as farming, factory work, or construction. I highly doubt that Koreans are competing for these jobs, especially at below minimum wage. I'm not saying that illegal immigration should be supported or that it is without issues. I'm just presenting the facts. Illegal immigrants fill a gap in the labor market. Until Korean employees are willing to pay their workers at least minimum wages and provide adequate working conditions (including providing visas) it will be hard to see changes.

This problem will only worsen due to the increasing threat of drugs in Korea. Ppl might think this is just an exaggeration but drugs are becoming a major issue and are often tied to illegal immigrants for a reason. Of course there should be a policy to help illegal immigrants who have been in the country for a while now (I'd personally say over 10 yrs), but to make this happen they should also expect to have a full background check and heavy investigation done on them. Also, I'm honestly rather surprised that the younger generation has a more profound and accepting view of illegal immigrants considering that Koreans are already struggling from housing issues due to their small landmass. At the same time, it's not unexpected for the older generation to show malice since most of them worked up from the very bottom when Korea was one of the poorest nations a little over 50 yrs ago. The Chinese being part of the group also adds fuel to the fire considering the political tension, and China hasn't had a good reputation since the crackdown of KR entertainment in China during 2016 and the clash with Chinese netizens. Anyways, this is my thoughts on the issue and it's nice to see how others think.

What seems to be lost on a lot of welcoming societies is that immigrants, they do make babies, more than the locals. In 3 generations, how many of these immigrants, who will probably not hold traditional values and beliefs of the Korean society, will you have. Let's say Korea has 45M citizens. 2.5M immigrants, make 3 babies each couples. 3.75M babies. These babies form couples that make 5.625M babies. When these come of age and vote, you now have have 11,875M people that come from immigration. They would represent approximately 20% of your population. They could definitively sway elections and culture.

It is commendable that they do not necessarily condemn them, recognize that they do have merits, understand the decline in the Korean population (lower birth rates), understand the complexity of cultural differences, etc, etc. I am impressed with the responses. I would attribute this to their superior education system and we in the United States should take note how the people here are educated and emulate it. These Koreans are good decent people. I believe the people at the top of the foodchain in every developed country are ultimately responsible for the illegal immigration crisis within their respective countries' borders. I believe too many societies are set up to accept the exploitation of the least fortunate. Undocumented/illegal immigrants present a readily exploitable workforce for developed nations. The powerful business elites of these nations can hire/pay undocumented/illegal workers under the table and for oftentimes less than citizens. These powerful business people can also force the undocumented workers into work conditions that may be labor/safety violations. But in the discussions of illegal immigration and law enforcement in all these developed countries the emphasis is placed on the undocumented/illegal workers rather than on the crooked native business people who hire them to evade fair labor/fair pay work rules/laws. First world nations may have moved away from physical slavery; but they have demonstated a total commitment to economic slavery.

These days, if you go to an industrial complex in a small city in Korea, there are more illegal foreign workers than Koreans. Even though the work is difficult, they work because they are paid 10 times more than in their home country. This leads employers to hire illegal immigrants rather than complain about natives. The working environment of Korean small and medium-sized companies has not changed for 20 years. It is also true that as the number of illegal immigrants increases, jobs for ordinary people have decreased significantly. Employers also have no intention of changing the environment and continue to hire illegal workers. Koreans want to work in a good environment, but that doesn't change because of illegal immigrants. Moreover, most people working in illegal entertainment bars in Korea are Chinese or Southeast Asian. Of course, those who come to work legally are always welcome!!!

Young Americans unfortunately do not have the same critical thinking about such issues. Either Red or Blue like their elders.

Policies and regulations should adjust this grey subject into one direction. Crackdown on illegal residents? then don't open your doors in the first place. As mentioned many times in the interview, there is a supply and demand for these illegal immigrants for the economy, for them their livelihood. I believe that the visa/residence permit should have a lighter condition for them to acquire legal status. It is better to regulate them rather than keep them in the shadows until one commits a crime and ignites negative public awareness.

6 million migrants of what status? Are they illegal migrants? I heard that about a million migrants came from Ukraine. They are completely legal.

@@user-iy2ps7pg1h most of them illegal. They often come from countries which aren't on the list for being a refugee like Marocco or Egypt but still if you put foot onto German land you will never be sent home

Very thoughtful answers... I would be interested to know if other interviews were conducted, but not used in the final edit -- or if this is actually a fairly random sample of opinion on the street. I don't think the girls in Hongdae would answer like this, but maybe I'm mistaken. These responses are really well considered, like what might be heard near a university. (Isn't that location near Yonsei?)

I’m Korean. The people in the interview sound like they would fall along the top 30% of the population in their intelligence and specific knowledge on this issue, or at least their ability to think through it before speaking. But they do not sound as intelligent as my peers who went to top 3 sky universities (snu, ku, yonsei). The difference I can feel is that my friends would have more effortlessness and a bit of a playful attitude in their responses while remaining on point whereas you can tell some of these people are using a large portion of their brain to process the interview.

The girl in blue tshirt (ling pony tail hair, who’s interviewed with a guy in black tshirt) gives wise input, in my opinion. She’s cultured, empathetic and intelligent. Pretty too.
