Uh... Only problem with this is that human beings form sentences themselves and are responsible for doing so, and can go wrong in doing so. Chomsky is completely off the deep end here. Language is not some natural phenomenon (like sight) occurring irrespective of what we do and what standards we lay down for how to do it. The rules of language are genuine rules that people can choose to follow. Sure, individuals must follow the rules in order to produce understandable sentences, but it does not follow that (on the public level) the rules are natural phenomena. In fact, language consists in language-games, and only relative to the language-games do we say it consists of rules. It does not, ultimately, consist of rules.

I think you can say that language has both the rules that are like the rules of sight and the rules that the Wittgenstein and Kripke talk about

There's rules to language they simply live within the game being played. Outside the game they're are no rules. This is not a rule but an empirical observation, the same as the speed of light in space being c is not a rule, it's an observation.

Language is a natural phenomenon like vision. What Kripke and Wittgenstein are interested in is how human beings use the natural phenomena for various purposes. If there was no natural phenomena of language and it was all intentional orchestrating or practice then the conclusion that all language is non sense would be true.
