The truth behind this is a group employees from the city's water sanitation had a contamination but the city wanted to hide it use the bad water anyway. So the employees took the problem in to their own hands and flushed the city's waterlines using the hydrants.

You can’t compare it to Florida that’s just stupid, and even if they did live in Florida and wasn’t a huge waste the pressure drops a ton and can cause pipe breaks. I remeber when I was a kid back in Lynwood we had this. Only that it was my bro who opened it up. Nobody called the police or anything. All the neighbors came out and it was literally like a water park. All the kids in the block wearing shorts getting wet. Its such an amazing memory.
