Now Q cost 28 at lvl one and after pressing R he loses 85 percent of his armor and MR and the decreased his E sheil amount .

Yo how does damage on tank builds work?

it works because K'santé Q scales with Bonus MR and bonus Armor and while in R he converts his armor and MR stats into AD
