It's a tongue twister

From the tiny bit of French I remember I think it's more than one tongue twister. One says something about drying shirts. Another is hunting. It's hard to understand if you don't have context which tongue twisters often don't. I think it's like us saying something like 'The sixth sick sheep's sixth sheep's sick.' It's impressive because no one can do it but doesn't make much sense.
