"Housing is the top target of environmental lawsuits in California. Want to build housing, even put a prefabricated trailer home on your lot? $20,000 for traffic, $20,000 for sewer, $20,000 for electricity, $10,000 for transit, $5,000 for public art, just in fees. San Francisco got up to almost $300,000 per apartment before land, construction, and labor. And many jurisdictions are charging over $100,000".
The cost of housing has skyrocketed in California. Siyamak sits down with Jennifer Hernandez, a land use, environmental, and civil attorney with 40 years of experience. Join us as we dive into all the components that make the cost of housing much higher in California than in the rest of the nation.

This is a tiny fraction of the problem that only correlates to new development and some higher taxes to preexisting housing. This doesn't explain the 25% increase to pre-existing homes built decades ago across the country. that's the real housing crisis. New developments are always expensive which has the cost covered by building in large quantities. Environmental policy is not why the 50 year old 1800 sq foot home down the street is going for 1.08 million when it was valued at 200k 10 years ago

She is 100% correct...I bought a small lot to build our home in Rancho cucamonga Ca. I was in shock to learn that the fees will add up to close to $100,000 😳😲 I had no idea the permit fees will be that much. I bought that lot almost three years ago, and sadly haven't yet build bc of the darn fees. Had I know, I would have not bought the lot. And not to mention still paying taxes on the lot. I should have done my homework before buying a lot to build a home ....

I live in Tokyo, Japan, one of the largest and most densely populated cities on earth. Yet, housing in Tokyo is affordable, and the entire country of Japan (123 million people) has half as many homeless as the city of Sacramento (half a million). Why is housing affordable in Tokyo? First, there is minimal housing and construction regulation. There is virtually no zoning, meaning you can build a home, shop, school, or factory pretty much anywhere, or even combine all of these into a single structure. Second, neighboring landlords have practically no say in what you build on your own property, regardless of the effect your new structure may have on the value of their property. Newer buildings, as a rule, drive down the value of older buildings, which may not seem fair to their owners, but the effect is to keep the overall real estate and rental prices lower. Another point is the way the government in Japan works. Japan's election system is interesting, it is illegal to donate money to political campaigns, to politicians, or political parties. Anyone can run for office in Japan, you petition the people in your district, and if you get enough signatures, your name is put on the ballot, and the government funds your campaign. All candidates get the identical amount of financial aid and speaking time. This system prevents candidates from making deals or promises in exchange for campaign contributions. An even more interesting point is that unions have no power in private business or government. Politicians cannot buy the votes of union members with taxpayer money. An added benefit to this system is that labor unions do not constantly lobby for ever higher wages while demanding ever lower standards. I live in the most expensive district in Tokyo, some of the homes in this neighborhood cost upwards of $50 million. Yet, there are small apartments in older buildings which can be rented for less than $1000 per month. Basically, Japan's housing is based upon the free market, more desirable places are more expensive, less desirable places are less expensive. Those who can afford better places can find them, those who can afford less expensive places can find them.

In the US: Greed capitalism egotist democracy prevails. Japan is densely populated but the culture is polite disciplined and hardworking. Japanese care about each other. STEM cells and technology prevails. Not sure why fruit and veggies are expensive. Not enough land.

@@CC-kl4nh There is no capitalism in America, though there is plenty of greed. Capitalism is defined as "free markets," but if you are trying to build a home, apartment building, factory, or anything else, there is nothing "free" about it. In 1931 FDR and his administration were trying to pin down the cause of the Great Depression. Some said that the cause was capitalism. FDR replied "It isn't that free markets have failed in our time, but that they haven't yet been tried." If the President of the United States said in 1931 that America wasn't a capitalist economy, what would he say about today? The goal of business today is to make markets less free, so that they can limit competition and monopolize larger parts of the market.

Interesting about the political differences. Good ideas. I wonder about no building regulations at all after traveling in south America. Half built houses, no standards sometimes, but the creativity is refreshing as well. I don't know, I guess balance is great.

@@cropduster123 New condominiums in the Toyosu and Kachidoki districts of Tokyo (these have ocean views) are selling for a fraction of what similar units would sell for in LA or San Francisco. A 3 bedroom condo in a building with a playground, daycare, and other services is about $1.5 million, 1 and 2 bedroom units cost less. If you are living outside Tokyo, you can get a new home or large condo for well under $200k.

this is similar in other states, our governments wanted higher housing price. This is by design, not a housing crisis. housing crisis mean our home value go down, then the governments will do something to pump up the price again

A woman died for my right to vote and since ERA wasn't ratified I'll vote every chance I get. That being said I have to agree somewhat with @warlordshogun. I mean why have we not done anything to get rid of electoral college before this presidential cycle? Our sheriffs sport gang tatts, we have a new top cop in LA, hopefully he can clean things up. Sure we have better fast food workers minimum wage, meanwhile in medicine we remain deeply underpaid while patients are not getting what they pay for from medical insurance. Thanks insurance bureaucrats for robbing us blind. Shall we talk about home insurance?

I left in early 2022, and it seems that things have only gotten harder for people since I left. More homeless and mental health than while I was there through COVID. It’s a shame because that was my home. Born and raised for over 40 years. I have watched it grow and loved it for so many reasons. It’s been a heavy hearted decision each day to continue making a new home somewhere else.

The US Supreme Court decision she was talking about concerning excessive fees was because of a suit brought by The Institute for Justice. They do great work defending our freedom against government over reach. I highly recommend people look them up and support their cause.

The markets would easily fix themselves if they were to - Limit individuals to a maximum of 3 properties OR 15 acres (650k sq ft), whichever comes first (that is a LOT of land for an individual). - Also to limit businesses to 10 properties OR 30 acres, whichever comes first. Exceptions should be made for businesses considered to have a national economic interest such as department stores, amazon, farms, and the like. - Businesses owning property cannot be split into shell companies to have them under the same umbrella of corporations and must be entirely uniquely owned and managed. (This would prevent the blackrocks, Invitation Homes, etc, from chunking large swaths of the market.) - No foreign ownership of land. This is a Huge one. All land purchased within the USA must be purchased by a citizen of the USA who has been such for a minimum of 10 years. Straw purchases for foreigners should be severely punished with imprisonment and fines of multiple times of the value of whatever property is straw purchased. If these changes were made, we'd see the housing market in the US level out and become reasonable for the little guy once more. Of course, because changes like these actually help the little guy and not those in power, we won't ever see them.

As a multigenerational Californian who worked and sacrificed to establish myself as a home owner - I never wanted to leave but my husband’s company was driven out just like all the others after I had a baby. Came from a union family. It’s definitely immoral.

I'm in a Union. Workers had many more rights with unions, and most workers believe Unions are evil, or whatever. The idiocy was Unions getting involved in social issues; and that made Right Wingers motivated to attack them. Then the money bought off the rest. Very few union jobs left unfortunately. Instead, you have the very few becoming Billionaires. The American Dream.

The State Government takes in all of the fees and taxes to pay it's administration class to manage all of the hand outs but most of the money pays all of these people that manage public programs and very little of it goes to the people who need the help. It's the biggest scam in the world. Take money from everyone everywhere they can get it and pay off their friends to manage public works programs in the name of helping the poor. Similar to non-profit charities keeping 90% of the money collected for "administration services".

Rampant corruption, mismanagement and lack of accountability. The state has gone from $100billion budget surplus in 2021 to multibillion deficit in 2024. Rise in crime, high cost of living, strict regulations are forcing businesses to close or relocate. Yet officials continue to spend like there is no problem. In California we had a small cafe built in 1935 that closed after it could not accommodate handicapped parking. The attorney who represents ONE alleged handicapped person flies a private jet all over California closing one old business at a time while enriching themselves.

@@ChesterSm-ge1hb I know, I work for these rats. They are big when it comes to promises but getting paid is like squeezing water out of a rock. When they don't pay I focus on them. They always pay later and hire me back at a higher hourly after I have been "fired" for complaining.

@@Gargamel19 I mean obviously it needs electricity but it's much less than trying to make all the air in your house cozy. I personally don't have ax or heating in my house and my legs don't heat up so a heated blanket is the best way to fall asleep since cold legs don't let me sleep

@@youbetyourwrasse there actually is a portable battery blanket but it's expensive. I mean when you get moving you get hot and take layers off. when you just sit or lay there you get real cold. So house work isn't a problem once you start moving

Yes also moving around does absolutely help too. We also have a fireplace we can use but even when you close the flew to keep the cold air out, you can still kinda feel a draft lol.

My cousin's family has lived in their home for about 20 years. He said that his prop taxes would double to $10K if he were to purchase an equivalent home in CA. So, he's not moving.

I am one of the old people. I have a house on a hill looking down at the Pacific Ocean in SF California. I bought in the 1990s and my property taxes are low and my mortgage is a low 3+% (I used the house as an ATM for kids’ private schools/colleges, etc. and refinanced). My house is old with fresh air coming in from the sea. No air conditioning necessary in my part of the Bay Area. Still have natural gas appliances. My housing fees are low. I couldn’t afford to buy my house today, much less to buy new housing here (none really exists that is comparable SFH). My wife and I are retiring soon and this is a great place to live bc it is cheap for us. Great medical facilities, restaurants, public transportation, and very walkable. In fact, it makes no sense to sell our house or move due to huge equity gains that exceed the $500k exclusion several times over. California taxes such gains as regular income. So I am a prisoner in paradise. 😢 All I can do is drive an hour to the wine country for lunch to assuage my grief and drown my tears in Cabernet.

The "tight" buildings Jennifer describes are allergy nightmares. "Sick building syndrome" is a thing and it starts with making a building "tight" so air from outside doesn't circulate. They are terrible for asthmatics and all children.

New tight homes recirculate conditioned air after passing through equipment to remove dust and allergens. The results are objective. There are cases of 'sick commercial buildings' causing health problems which turned out to be completely psychological. All we remember from the 2 minute news story was that several people got sick, and some were taken to the hospital. We do not hear the follow up story that the sickness was all in the heads of those claiming the maladies. Check out the great discussion by Malcom Gladwell on the topic.

I am pricing out a house in silicon valley on 5 acres We applied for the permit 2 years ago and still don't have it It is santa clara county The house will cost about 800 a sq ft. which is about 1 million more than it would sell for. Ca is an evil state

@@probablynot1368 No it is by Chesboro lake it is a house on 5 acres in a tract the owner hired a architect 3 years ago and submitted the plans to the county 2 years ago we still don;t have the permit The fire department had it for at least 6 months then they passed it The state fire got the plan and rejected it and it has gone on and on . maybe we will get the permit this year maybe not

In 2024, new law implemented that after you sell or change name on deed, the property will be reassess. (Limited exceptions). Another way to steal money from new owners.

Canada, Vancouver municipaliies, is not far off . Jist fees for one little duplex.is $80k. So if a small lot wants to build 6 duplex homes on what was a single home lot, it is 6 x $80k for the city coffers.

This is not even remotely a partisan issue. Nimbys are on both sides. It's more of a class based issue. Wealthy oeople don't want the poors anywhere near them. She is correct about many things here, but framing it as a blue state thing is disingenuous.

Agreed, it's an artificial housing crisis, there are literally 25 units available for every 100 that need them, they are pulling a debeers playbook , besides blood diamonds, supply and demand.... So if 100 are fighting over 25 slots what do you think is going to happen?! Also they have inflated property values so high, that the owners are complaining about the property taxes

I. Watching this video makes me feel grateful where we live which is in rural southern Indiana. We moved from the north of the state for our retirement 14 years ago and nothing much changed when it comes to affordability like housing, food, transportation, employment opportunities, and quality of life like low crime , community spirit, and health outcomes. Even my son who after graduating from business school and started working in Chicago’s business district decided to join us for better life work balance. He used to play ultimate but now he’s an avid disc golf player because we’re surrounded by golf and disc golf parks in the counties in the south. He thinks where we are is the best kept secret to live and let live. Watching CA disintegrate as described here especially with its quality of life due to untenably high cost of living is like watching a horror movie without any ending.

What she is talking about out with the “air tight” home is called “net zero.” All new homes in california are required to reach a specific range of leakage so they can recycle interior air to reduce costs. It is an added expense when building homes because you pretty much have to foam seal every crack in the house and rubber seal your basement, etc.

Insulation and air tightness requirements aren't unique to California, they've changed and been updated in every state that I know of. They should take a look at the strict regulations that enforce zoning in California that limit the housing supply. It's simple supply and demand/supply side economics which I thought this channel promotes...but I looks like they don't apply that principle to one of humans most basic needs - shelter - most speakers on this channel want to restrict the housing supply. This video is misleading to say the least.

This is a MASSIVE problem for health concerns. A tightly sealed home also prevents fumes from vacating the home or structure from building materials like carpet, composite wood products and your Corian countertops to your couch, mattress and recliner off-gassing after installation or placement in the building (releasing gasses from the synthetics used to manufacture the materials) this is one of the issues that create the phenomenon of MANY indoor air qualities being MUCH more toxic than outside air quality even sometimes in regions with moderate to poor outside air quality. Also, tightly sealed structures have resulted in a HUGE uptick in Mold and Mildew issues (most notably BLACK MOLD infestations) as well as a return of different bacterial illnesses like Legionairs Disease, as the guest noted in her interview.

Yep, I had a lot for 30 years, when I had money to build could not afford the fees. So now, retired, I am in a 5over1, 1 bedroom apartment on a transit line. The apartment is very nice. Now trying to get rid of my car to avoid high parking fee. I do prefer my ebike. Funny how I could relate to so much in this video.

I've lived in LA all my life, and one thing I've noticed is how all these investment companies (chinese mostly) are taking over poor neighborhoods and making it even more expensive to live on. Echo park was sort of an experiment back in the day where investors came in and bought property, made it really expensive to live on, and now mostly white rich people live there. Gangs were used as an excuse to invest, raise rent, and drive a large Latino population out of there. It did rid of a lot of gangs there, true, but at the expense of hard-working, honest people. The same is being done throughout all of California now! Those of you reading this that keep voting blue, please do us all a favor and stop voting for these idiots!!! It's hurting not just me and people like me, but it also hurts you. Swallow your pride and vote differently for a change. This state isn't just yours. it is all of ours! I know truth really hurts, but your party hasnt done better for all of us. Im not saying red is amazing, cuz they're not, but at least it will be a point towards the right direction. A different direction at least. We need California to be great again!!

You should read California YIMBY's new policy platform. They talk a lot about how environmental regulations are increasing housing costs. They also point out that requiring developers to build subsidized housing actually increases housing costs because many projects can't get built as a result of these affordable housing requirements.

I agree with everything the guest said, except her plea not to leave. I'm planning on leaving when I retire. I can live a much more comfortable and secure retirement without California taxation. I'm moving to Nevada and expect to save $18K a year in income and property taxes.

Some foreigners with children, collecting welfare benefits for them have moved back to their homeland. California ballots are mailed to them in a foreign country. They vote democrat to continue receiving welfare benefits for their children and in some cases for themselves.

I work as a gov contractor and know first hand how confusing government operates and it’s by design. The only way to fight all this non sense is by applying logic and practicality. Focus on what’s in black and white and create a citizens fund that allows for a citizens committee to oversee the decisions that are being made.
