“Legal Information for Law Enforcement: Landlord-Tenant Disputes and the Police” (1970s) is a police training film presented by the Attorney General of the State of California as part of a larger series. Funded by a grant from the California Council on Criminal Justice, this film seeks to highlight legal action that can be taken by landlords and tenants in light of landlord-tenant disputes before needing to call the cops. This film follows the scripted story of a group of young tenants who come to find that their disgruntled landlord has taken disciplinary actions into his own hands by removing doors, changing locks, and stopping the electricity. Furthermore, the film underscores the work of the newly created Landlord-Tenant Intervention Unit at the Oakland Police Department.
Opening credits and texts on state jurisdiction of legal codes (0:08). Disgruntled landlord and young woman in bikini have confrontation in her apartment living room (1:05). Other young people in swimsuits rush up stares and join the argument (1:33). Freeze-frame of confrontation scene, Efrem Zimbalist Jr. begins narration (2:13). Exterior of Oakland Police Administrative Building (2:56). Police trainees greet two uniformed officers inside the building, sit down at their desk (3:08). Background story to confrontation begins: young adult tenants in swimwear drink cocktails, listen to music, and lounge by pool of apartment complex (3:58). Disgruntled landlord emerges from his apartment window muttering to himself (4:21). Camera cuts between tenants drinking and sharing stories about the landlord and landlord in apartment window muttering (4:28). Landlord expresses frustrations to wife sitting on sofa in their living room, tenants at pool still in view through large glass window (6:17). Close-up portrait of each tenant as landlord recounts their name and why they are problematic tenants (6:45). Landlord makes call to electrical company to teach tenants a lesson on white 1970s rotary phone, close-up of hands spinning the dial (8:53). Landlord makes second call to Ace Locksmith to change locks (9:50). Landlord pulls green metal toolbox out from lower kitchen cabinets (10:30). Return to pool scene, tenant in white bikini offers lunch at her apartment, tenants gather towels, clean up bottles, and collect glasses from pool area (10:50). Camera follows bikini-clad tenant as she walks down plant-shaded walkway and up building stairs (11:21). Return opening scene: confrontation between landlord and tenant begins (11:38). Return scene trainees and police officers debriefing on situation (13:00). Scene of confrontation - scene depicts how police responded to this situation before Landlord-Tenant Intervention Unit established: two officers stand between the young tenants, the landlord, and his wife in the apartment living room (13:23). One of the cops stands with hands on hips in front of map of district and explains to the trainees at the police building how they could handle the situation better (13:44). Scene of confrontation - scene depicts how police responded to this situation after Landlord-Tenant Intervention Unit established: two female tenants sit on couch, young men crowd by the door, landlord and wife standing in middle of the room everyone yelling (13:23). Tenant in bikini greets officers and explains the situation, everyone jumps in and yelling ensues (15:16). One officer escorts tenants and landlord’s wife downstairs, other officer remains with landlord in living room and explains how the landlord’s behavior is problematic (16:09). Officer explains how landlord can use the civil court to evict tenants legally - details of bringing issues to court and filing an unlawful detainer action (18:02). Back at police building, officer explains difference between lease types: Written lease and month-to-month tenancy (19:51). Narration explains eviction process for each lease type with scenes from early in the film play in the background (19:58). Return to confrontation: second police officers talks with tenant who smashed landlord's window at foot of stairs; officer explains to tenant legal action he could have pursued (22:12). Narrator voice over: details of constructive eviction, lists landlord’s obligations to tenant, tenants options for addressing issues in apartment (24:28). Closing credits (26:50).

Knowing how these are written and being able to lip read "four", he likely says something like "No, only 4. His mother in law moved into one of them", because of him cutting off the power for that one tenant trying to get her out for his mother in law?

The police will not get involved on landlord/tenant issues unless it’s some type of violence or crime. The experimental police unit that dealt with these issues was probably a good idea at the time, but Im sure I was soon disbanded. There are just too many calls for the cops to go on for them to deal with these types of calls.

The police won't come to my apartments unless their six deep. Especially slow if an active situation is going down. I don't know why there so scared, it's old people and tweakers mostly? We have to police ourselves, otherwise we get feces orgys behind the dumpster and needles everywhere
