If we talk about the current scenario then clear NO. They have even gone through the post creolization. If we take a comparative look in history of the development of English language then the words may go upside down

Accents can be dialect specific or language specific. Still there is a boundary between both, the accent and the dialect. Now some linguists take this boundary as a clear division while others declare it blurry.
