Your description of walking up and down Morse was spot on . There was no 70% tax. That was the government misrepresenting facts. As a shorty just starting to campaign, moms on welfare with 3 or 4 mouths to feed, or worse, moms on dope and grandma trying to keep the kids fed and a roof over their head, you don't have any money to start your own drug operation. None is required, because as a standing member you can go to your coordinator and tell him you want to work, and he will give you a pack to sell. At first it's usuall just $100 worth at a time until you get to moving it fast enough and they feel you can be trusted to handle larger amounts. This is what was called 'Nation work', because it was distributed by the POAs. Nation work was issued on a 70/30 split. $70 off of every $100 was turned in. Not 70% of the profits, 70% of the gross revenue, in business terms. The net profit for Coordinators was somewhere closer to 25 or 30%, depending on how much was sold in weight and how much was sold in bags. In the 90s it wasn't hard to move enough between school letting out and 10pm to make $150 for yourself, and without any of the responsibilities that comes with running any business - procurement, packaging, security, collecting all the money that's owed, counting it up, keeping the numbers straight, etc. That 30% meant that a young man could make sure him and his younger brothers and sisters could go to sleep everynight with a full stomach, go to school with decent clothes, and take some of the load off of moms or granny. The government had no interest in 'dismantling' the Organization until they realized that GD was more that just street thugs killing each other and selling drugs. The knew that if the old man could get mobilize and unify the black vote in Chicago, the Democratic 'machine' that has dominated city politics was no in danger of being voted out of existence. The old predicted it himself years before it happened when he said, "When we finally go public with what we have been teaching in secret, they are going to lock me up and throw away the key, but I'm willing to make that sacrifice for our children who have yet to be born." 21st Century V.O.T.E made headlines in 1993, the year of the Peace Treaty. Joe Biden drafted and sponsored, and Bill Clinton signed into law, the 1994 Crime Bill that enacted the mandatory minimum sentencing laws that made punishment for distribution of a cumulative amount of 50 grams of crack a mandatory life sentence if you were a principal in a "drug organinzation", unless you were a first time felon. Coincidence? Not at all, because Larry Hoover and the GDz were mentioned explicitly as they went about promoting and garnering support for a bill that was the catalyst for the private prison industry and the mass incarceration of 3 generations of black and brown men. And for the record, GDz that walk in the Vision of Growth and Development always have and always will Love, Honor, and Respect Larry Hoover. You can't claim to be a GD if you don't. Gangster Disciples is dead, was dead long before Larry publicly denounced it. If you really think about it, if they didn't lock up all the chiefs, the city wouldn't be as messed up as it is today. The whole reason the people in the street conduct themselves the way they do today is because they lack any type of leadership or hierarchy that would hold them accountable. Sure you could say that "well the gds were going renegade before they locked up hoover" but what about all the other gangs? You made a point that finballs used to conduct themselves in a more respectful manner, thats a direct result of leadership, once all that leadership and hierarchy went away, the streets turned chaotic. Sure Hoover might have been losing control, but you still had some type of leadership in those renegade clicks, after they got locked up it all went to shit. I know you always wanna preach the narrative of how the streets are always bad, and gangs never did nothing for anyone, but if you really look at it thats only true past the 90s, look what gang banging did for Richard J Daley, and the Irish as a whole. Once the government realized that gangs were the tool marginalized people could use to generate social mobility and institute change, thats when they started cracking down on gangs, and thats when gangbanging turned into what it is today. I was across the pond from Vienna in Shawnee, totally forgot Hoover had been there at one point. When I was in Shawnee, Vienna was known to be one of the sweetest joints in the state, with how lax everything is there I could only imagine how sewed up someone like Hoover would have had it. In Shawnee, one of Angelo's (4ch) right hand guys basically ran the whole joint, and thats a medium-max disciplinary prison(22/2), dude was out his cell whenever he wanted, drinking real booze, got the best trees, real world clothes, all that in a disciplinary joint, so I could only imagine what someone with juice like Hoover would have been getting up to in a minimum security prison, back when the prisons were still open.
