I heard that people have to be 17 or younger to ride the animals. 18 and older have to ride in the benches.

Why is closed to adults? I remember riding it with my grandfather when I was little.

The new policy is to protect the carousel from heavier riders. The figures are getting older as Americans are generally getting heavier ;-) and so they want to reduce strain on the animals.
