By using your legendary tickets but it's pure luck. Another way is to collect 10 shards of her but it takes time.

@@dragonballz2076 Shards drop from events, for all heroes, not just Kimberly. It's quite difficult this way though. You have higher chances with recruitment tickets (I got her from using 10 legendary tickets at once).
