A prosecutor will indict a person for several reasons. 1. Bring them to trial, 2. Force them to accept a deal on charges, 3. To keep the indicted from testifying on another mater. A prosecutor motivated by politics, person gain (promotion), maliciousness. I know I witnessed it, and I was victimized by a prosecutor.
