It being C tier makes sense. It has a really poor sense of spacing, a the pace gets really bad towards the end of the arc

I would put it at C+ personally. But that's my rating when comparing it to the other OP arcs. If I'm comparing it to shonen arcs in general, it's probably a B+.

For me it's B+. Lot's of setting and world bulding/development in this arc. Interesting theories about Vegapunk and devil fruits, cool dynamics because of Law changing people's bodies, a plot to take out a yonkou, corruption, drugs, poison, a satisfying punch, EVEN AOKIJI SHOWING UP. The pacing feels fine for me, although I remember the manga being a bit confusing to read when characters had their bodies changed. I personally like this arc a lot tbh, maybe I would even put it on A personally, I'd have to think about it and compare it to other arcs
