Nahh its Penanggalan, the red light in her appearance and her insatiable hunger meant that shes a Penanggalan. It looks like her mother only knows it, but it looks like Mai get it as a curse or contract to devil by Penanggalan origin stories. Vinegar bath actually is an advantage for them to easily attached to their bodies, somehow Mai easily attached herself through her mom's body. If they actually find Mai head and its entrails gone, they should think Mai would just gonna eat more at night in the US as Penanggalan doesnt allow to be on its true form when the sun rises. If you wanted to ensure that Penanggalan is gone, Mai herself should just stop reattaching and let the sunrise or burn her and even try to damage Mai's floating head or its entrails cause thats important for them somehow.

Its Penanggalan with her red light by the moonlight reflection upon its origin, it also actually just wanted some blood to drain but Mai is obviously happy eating some human flesh most likely for PR. In the morning she surely would stopped all of that for protection against the sun, Mai would simply do it again at night unless she still uses and find those drugs if she wanted to stop it.
