Unless you are dealing with security matters where there access is limited to need-to-know and permitted access to specific people. ALL phones should be open to the spouse, ESPECIALLY if the phone is part of a business the household funds is going to support. Sorry, but I am going to say that there is a 95% chance he is cheating. And this is not because I believe in once a cheater, always a cheater, but once you cheat your spouse has every right to follow up on you if they are seeing signs of you falling back into the same routines and thus you should comply with such inspections.
