This video shows you how to analyze each of your givens to quickly rule out reactions that cannot take place making it very obvious which direction the reaction will go between Substitution and Elimination, First or Second order (1 or 2 type)

This video walks you through a four-part checklist that can be used to determine whether a given reaction will proceed via an SN1 SN2 E1 or E2 reaction mechanism and also which product molecules will be formed. You’ll learn how to analyze the degree of substitution of the starting reactant, the strength of the attacking nucleophile or base, the type of solvent, as well as the strength of the leaving group.
Additionally, you’ll learn about the notable exception of the big bulky base and why it forms the Hofmann product. You’ll also learn why the presence of heat in a reaction favors elimination, as explained by a reaction coordinate energy diagram. Finally, you’ll see me work through a few examples so that you can apply what you’ve learned to real test questions.

I’m confused How can a tertiary carbon go with E2 When everyone say it’s not possible I don’t understand

SN2 cannot happen with a tertiary leaving group because there is too much hindrance blocking the attack. However, if the leaving group on a tertiary carbon is not attacked directly, and the beta carbon's H is accessible, and E2 is not only possible, but quite desirable due to creating a highly substituted and therefor stable pi bond. This is in accordance with Zaitsev's rule
