Media Queries allow web designers to have different CSS rules at different screen sizes. It's especially pertinent in responsive web design - as screen sizes changes designers often want to change the layout of different sections of the layout quite drastically.
Media queries are generally placed at the bottom of a websites stylesheet and are exceptions to rules that have been placed higher up.
