21:59 constraints (3) and (6) are also Holonomic because we can write (3) as: theta - constant × time=0. And (6) as: x - r × theta=0

wherever time is involved, that thing can't be expressed in holonoic constraint according to him also x = r theta is an equation for a circle, ider body is sliding + rotating so that equation will not hold true for defining the body corrdinates
