Why only keep the first 2 terms of Taylor series are we working on small values of E?

Yes I guess, the electrical field used for example in phase modulators is around a few volts (~1 to 5 V)

The function n(E) is varying only by a small amount so the more times you differentiate, the closer you get to 0.
