Rear Adm. James Goldrick, Royal Australian Navy, "Learning​ ​How to Do Over the Horizon Warfare at Sea: The Clash of Emergent Communications​ Technology and the Naval Culture of Command in the First World War," Lecture of Opportunity, U.S. Naval War College, Oct. 6, 2016.
This lecture will look at how the introduction of radio and​ the consequent extension of tactics well over the horizon clashed with the​ Royal Navy's traditional approach to command at sea. It will examine the failures during the First​ World War and the successful efforts of the Royal Navy to reform.

An excellent presentation on perennial issues. Whether applied to naval ships at sea, military ground operations, emergency management or large scale fire fighting operations against intense and rapidly moving forest fires, it has huge relevance.

local control was great in the battle of the river plate with 3 cruisers against 1 German battleship :)

One does wonder then whether the flag effectively always being present due to modern comms reduces rather than increases our deployed forces effectiveness? Interesting to juxtapose the RN's problems historically given centuries of practise and tradition with those that will be faced by the 4-500 ships the Chinese will be commanding soon. Particularly given the likelihood of a degraded environment...
