I'm a little confused aren't the fiscal policy instruments:expansionary and contractionary fiscal policies in terms of taxes/government spending in which they have opposite effects?

Hie hie. The instruments are Tax and Government Spending. Then now when the Finance Minister increases T and reduces G, he will be implementing a contractionary fiscal policy and when he reduces T and increasing G, he is implementing an expansionary one
