Steve's rarely hard because the AI is incapable of not immediately playing and suiting up the Legendary Zapdos, even when they have a full bench. You do not play Legendary Zapdos if there's stuff on your bench. He's only ever a threat if he doesn't draw it and instead focuses on Electabuzzes.
