I don't think that's an exploit. He picked a special leader focused origin. There are also civics to do that, but I didn't see his empire civics.

I love how eventually Dan and Spiff's dynamic became less of a Grand Marshall and his Minister to a constant feedback loop of evil plots and reassurance between them. One contemplates genocide, the other reaffirms the choice, Dan nukes a civilization. One contemplates reforming their government to be the first galactic empire, one reaffirms the choice, Spiff is now Emperor.

I've always had a mild interest in Stellaris and watching Dan just piss around and have fun on it made me think: Ahh it seems like a fun little empire building sim, shouldn't be too difficult with how much Dan is messing around... Into the menu's and tutorials and my eyes are just bulging at how many menu's and things to manage there actually are in this game 🤣

so glad they played this, got into Stellaris a few months ago after I happened to rewatch the last Stellaris video and that game was just so good that I put off playing tears of the kingdom for almost a month
