Strickly speaking, he was never finished due to power consumption issues, something that's echoed with the giant robo-scorpion in Old World Blues. If I had to hazard a guess, he was never finished past the point of basic mobility and offence, then left to rot once the war ended. Hence an inability to deal with things like artillery. That, or they just randomly decided to leave portions of the arms and legs (Portions that look needed) utterly unarmored.

Liberty Prime, as far as robots go, seems pretty basic. He can identify obstacles and how to deal with them, but didn't have the mobility to avoid the strike it seems

Liberty Prime died so Democracy can live.

Noticeably he doesn’t even try to move away or activate his tesla shield, instead he puts effort into warning the brotherhood so they can retreat and avoid the attack. So he probably knew that he wasn’t going to survive the orbital strike and put priority into saving lives.

I'd always assumed it was because they had a limited ability to use the Satellite at first. Once they got it really going online they used it in an emergency situation against Liberty Prime more so as a test. After realizing it works they would use it on The Citadel a far more difficult target since most of it is underground, and they weren't sure how far.

@@khrashingphantom9632 That'a not what I meant. Ever play poker? At the time the Enclave were still a threat. Not as much as a threat as they were in Fallout 2, but still. They were cocky. Yeah they could have bombed it at any time, but why waste it like that when they could just steam roll the opposition? Then they started fighting back and your enemy pulls out a giant robot that you didn't know they got working. Remember that fact, even if they knew it was not operational for the longest time and thought they could never repair it until the vault dweller care about. Essentially, they were at a stalemate until we intervined. Pratically, you wouldn't have a story if the Enclave just blasted everyone from orbit. I coukd ask questions like why does the courier in New Vegas care so much about the platinum chip? He could have just walked away after it was stolen and survibe the shot in the head. So what? Well, you wouldn't have a story then. Considering Enclave were high on themselves and thought they could win easily...they probably thought they didn't need it.

@@scottsommer9843 I just figured they weren't sure if it WOULD work since they hadn't used it already. Since they may only had, had one opportunity to use it would not have been a great plan to fire their only shot (potentially) on a bunker that they don't know how far down it goes. Liberty Prime forced their hand and they made the decision to test their weapon (successfully) on a very eminent threat. As far as their conflict with The Brotherhood of Steel, The Enclave actually have a similar problem. They're also largely isolated and completely cut off from resources out west and live in the same hostile wasteland (albeit less so since the Super Mutant mainly congregate near The Mall and White House) and they were on the rise. What I WILL say is they were on the verge of taking over The Capital Wasteland if not for the Vault Dweller's intervention. I'd go as far as to say they would have made it up to Boston seeing the trajectory they were following with the Mobil Crawler Base and Tesla technology.

You can see he's got some intense texture mods, probably an ENB, weapon mods, and mods that add in power armor from the later games (Charon is rocking X-O1, Brotherhood looks to be in T-60). Dialogue box was definitely not vanilla either, nor his animations. Probably has a foliage mod as well. These are also not mods you will easily find, as I don't believe they're on Nexus. They might be from GUN, which used to be fairly exclusive, but I haven't been on there in nearly a decade. Don't be a prick, this is far from "barely modded".
