100% legal. The SC had decided over and over again that you have no right to privacy when in public. Also, your license plate on CO is not owned by you. It is owned by the State of CO, you are just leasing it...

This is why its wise to get a new license plate number every year. They are keeping the track of everywhere you go. Next time they need a suspect for a crime, all they need to do is pick a random plate out the database and voila, they get promoted.
