Cap and Thor both gave their lives to protect others and that makes them worthy. they are like hercules. Hulk cant come to terms with Banner Tony is too self centered and also has internal demons that end up dooming those around him as. Natasha... well she's a walking fraud. never trust a spy. as for Vision, he either was so cosmically powerful that he overrode the protocols of the hammer or Joss Whedon was too sick of Disney forcing him to rewrite this movie and said fuck it.

There is no such thing as "slighty worthy" , you can either lift it or not lift it nothing in between . Here, cap decided not to lift it so that thor doesn't get embarassed in front of everyone but he was worthy since the beginning
