I don't have to search to figure out this place is a reclamation experiment judging from no larger shrubs existing (probably from fire) due to lightening strikes and these rods were placed to see if they could intercept the bolts. The concrete bases are to keep them from falling over or being taken easily. Most likely a special alloy. These should be further used to harness the power also.. not sure if that's practical or not. Art on public land is free anyhow and this isn't art.

not art. a good electrical storm will bring itself to the rods. sadly the grass is dead due to a lack of precipitation and no storms. Good weather for a lighting storm will blow you away! Plan your trip during the tail end of monsoon season or spring!
