Thats a Nitro NONEL cord. Its a holow tube containing a thin layer of PETN explosive connected to a primary (explosive)charge that sets off the main (secondary) charge underwater. I have fired manny of those during work, its pretty cool to watch them during dark, it looks like small lightnings when the PETN egnites inside the cord. I do not remember the speed of those but what is called a detonation cord or we jusst call it green cord witch also contains PETN but a much thicker layer, those burn at the rate of 1 second pr. 1 km.
