You are watching a segment of a video... during which the amp is unplugged, the power supply has been discharged by the bleeders, the positive mechanical crowbar shorting is in place... grounding the power supply... and I am telling a story while I struggle with some fiddly little screws.
I tell the story about how I could have stupidly killed myself
testing my recapped power supply. Clearly I use ALL the safety precautions necessary.. which is why I am here to tell this story .
Moral of the Story:
NEVER BELIEVE THERE IS NO HIGH VOLTAGE
SHORT IT OUT BEFORE YOU PUT YOUR HAND IN IT OR NEAR IT !
1. Double check how to use your amplifier meter switch.
2. Don't Trust the Meter in your Amp.
3. Have a Safe High Voltage Test Method Separate From Your Amp !

I also have worked with very high DC voltages, up to 250 kilovolts, with X-ray microscopy systems but, I wanted to suggest a very easy way to get a sheet metal screw started: Use Phillips head screws exclusively, even if you have to replace the whole set. Start each screw by holding it onto the tip of the screwdriver using the tip of your index finger of the same hand you're holding the screwdriver in, as if you've got the screw "attached" to the screwdriver. Now, pass the screw completely through the hole that's drilled through the loose panel, before putting the panel in place, while continuing to hold the screw in the screwdriver's tip. Next, use the screwdriver and your free hand to position the panel such that you can feel the tip of the screw fall into, thus finding the associated female hole. Gently drive the screw into the hole just a few turns, leaving the panel very loose. Repeat this for each of the panel's screws before tightening any of them. Finally, very gently tighten the screws from those closest to the panel's center, working your way out to the corners. Tighten the screws only snugly. Do not over tighten any of the screws to avoid galling the female threads. When you become adept at this you'll see that an equipment panel can be installed very quickly, with finesse. Hint: why not put a little grease or oil on that squeaky chair before recording the noise, over and over again? That's what the Pros do.

thanks all the airplanes I rebuilt are still flying. The squeeky chair weeds out the drifters.

I am a Broadcast Engineer and routinely work around 10,000 Volts. Proper safety training, attention to your surroundings, and making sure your test equipment is giving you the correct information is vital and could save your life. Check everything three times over before touching anything inside the cabinet. Mr. Carlson's lab KZfaq channel has a cautionary tale that you might want to check out. Even someone as competent and careful as he is can make a mistake.

I used to buiild DIY electrostatic speakers so I've handled high voltage audio signals and bias supplies. You'll learn pretty quickly not to move the panels while music is playing, despite powder coating on the stators 😅

Why no B+ safety interlock?

Allan... if you watch the series of video about my repairing this TenTec Titan II amplifier - of which this is a small exerpt-... you would learn that there are TWO interlocks. The first you can see me flip up with my finger in this video...it is a hinged weighted mechanical shorting bar... normally help open by the lid... with the lid off, it directly shorts to ground the b+ where it passes through the partition between the power supply and the PA. compartment. In addition you can see a white clip lead. this is shorting a micro-switch which controls a relay which disconnects the primary of the transformer when the lid is removed.

You can't always test a circuit properly of its dead. Sometimes it has to be live and in operation so and you just have to know what you're doing. If you're not sure you're competent not to kill yourself then you aren't. There's no way to protect people who are incompetent. Companies try to stupid proof things but is that really fair to go against natural selection?
