The first guy was thinking what I was thinking in that there needs to be alot of times where we intercept them. One - as young kids, two - as teens, three - as offenders etc. And there needs to be custodial sentencing ofc but there needs to be alot of community things, alot more on the ground stuff. And yeah to integrate these areas. They need to be together and they need to be reasoned with. And they need to even understand how it all happened and why its so silly.
