Italy is indeed a big country, not as big as a continent, but still it stretches from central European alps right up to the Mediterranean sea close to the African coast for around 302000km, there's no geographical connection between their area (Latium) and the affected area (Romagna), in fact Latium is generally not affected by floodings, whereas Romagna is a high risk area. So yeah, there's no point in being worried for a population of 60Millions inhabitants when the floodings affected 30.000 people.
