I feel like the game really doesn’t explain why Zafina goes to Kazuya, but her bio implies it. Basically, she can see different futures and all outcomes. Her bio says the only way to get a good outcome is to make a big sacrifice. So, I guess she knew she would have to give Kazuya Azazel so things would unfold the way they did down the line.
