The Tories were found to have held 12 gatherings which did breach the law at the time and offered in their defence the argument that they simply misunderstood the rules which they were responsible for introducing. Boris didn't lost the premiership for that (although it was a contributing factor - it added to the pile of occasions where senior Tories were sent out to deny something that was almost immediately then admitted, and ultimately it was doing that which caused them to kick him out), but he did lose his seat for lying to Parliament about it. This is not both sides being as bad as each other.
